Certain drugs need to be reconstituted with water before dispensing to the patients. Once reconstituted, the drugs will only be stable for a certain time period. So, reconstitution should occur when the patient is picking up the prescription, which would be after (not before) it is checked by the pharmacist. Note that state regulations dictate whether a pharmacy technician is allowed to reconstitute prescriptions.
